A lot of optimizations, especially around X-Plane and the internal data collection.

## Changes

- Simulator polling optimized to 20 Hz for critical telemetry processing
- Runway detection now computed much quicker
- Altitude stability detection now uses zero-copy memory views
- Telemetry capture downsampled during cruise phase for efficiency
- Airport geometry refreshed once per tick instead of repeated reads
- Feature evaluation reduced per-tick memory allocations
- Flight position data construction optimized to single emission
- Flaps labeled by index when hardware mapping is unavailable

## Fixed

- Null pointer protection added for argument access
- Connection and export edge cases now handled properly
- X-Plane landing detection requires more consistent parking brake engagement
- Optional flight phase callback reads now properly guarded
