Need some help installing ICrewLite on LocalHost!

I am new to phpvms and I am having a hard time installing a skin.

I have setup the database, and I am hosting it through a LocalHost, so that is basically my PC through Visual Studio Code

The Instructions say to create a SubDomain but I am confused since I do not have a domain yet.

Did you get this installed correctly? If so, you need to come back here and let us know - maybe even edit the post title to include [SOLVED] in the title. If not, follow the instructions and if still having issues, come back here and tell us exactly what the issues or errors you encountered are.
