No. How can he/she/it fix a mistake if you do not let a pilot to fly again when a pirep gets rejected ? It will be totally strange to forbid them to fly when a flight report gets rejected. You can manually change their state to Suspended from admin panel if you really want them to stop flying for you until you somehow resolve the rejected pirep problem.
