Whenever I try to install phpVMS the page where the database is being setup is blank. Image provided below.

What version are you using?
It may be a conflict with mysql and mysqli
I’ve seen this myself when I didn’t have php5-mysql installed on the server. But if you are using a hosting provider I would imagine thats already there, but if you have built the server from scratch then worth checking if its there. I was using phpvms5.5 at the time on Ubuntu.
