Can't set Database config [SOLVED]

Hello. I am new with phpVMS. When I’m trying to set it up, I can’t set up  Database Config  because I’m getting an error 

Failed! SQLSTATE[HY000] [2002] Connection refused

My guess is I haven’t set up a database prior to installation yet. Do I need to set a database first?

Nvm, I’ve solved it. I just needed to set up the database first.
