Limit who can edit/approve PIREP

We have PIREPS set for auto approve/Reject. Staff members can approve manual pireps. The problem is when a staff member’s PIREP is ‘rejected’ how can we stop them from manually accepting it.

Case example: Auto Accept rules ‘approve filed w/ACARS’ 'Reject w -1500fpm landing rate. We had a staff member w/smartCARS have a =2546 landing rate. The system rejected his Pirep. He then wen to admin and accepted his rejected filing.

How can this be stopped?

I would like to. Is there a way to keep staff from accepting their own PIREPs?
