Do you absolutely need Dreamweaver to skin phpvms?

No, but it helps.

No, I just use it to mark where the header and footer.tpl files will be; when you add an editable area when you create a dreamweaver template, basically everything above that editable area goes into header.tpl, everything below into footer.tpl

Are there any free programs available that would allow me to skin phpVMS?

I dunno, I do everything by hand.

Now that I have the program, how do I get the files to come up like in the tutorial videos?

Just open them. I don’t use VWD, but you can probably make a project or something.

I’m not sure what editor Roger uses.

I am watching your tutorial. I have ran into a problem. Whenever I try to create the header and footer.tpl files it just stays as a text document. What am I doing wrong?

In Explorer, goto the Folder and Layout options, and in the View tab, uncheck “Hide extensions for known file types”

You’ll have to check the stylesheet (that .css file). There tutorials on how to use and manipulate CSS files, sitepoint.com is a good place
