Hello! I am trying to creat a VA, but I have already spent about 200$ on it and I don’t really want to spend more than that. I have GoDaddy and was wondering if and how I could use one of the 100 website building tools they have like Joomla, etc. to create my website. Please give me feedback. Thanks and have a great day!

phpVMS is a CMS just like Joomla, but it is created for virtual airline owners. What you can do is download a copy of phpVMS and set it up on your GoDaddy hosting account. That will provide you with basic functionality to run a VA, but to have any chance of success, you will need to get a skin (assuming your VA concept is good etc.). There are free skins out there and there are people who will design custom ones for you. Those cost of course, though.
