JAVASCRIPT MENU does not appear

Hello, I created a menu in javascript in the "studio DHTML menu, enter the code in layout.tpl, but did not appear in the homepage.

Anyone know how to fix this?

I tried using the code {literal} {/ literal} but no effect.

I am grateful for everyone's help.
