Background Color not Changing on Custom Template [SOLVED]

I am coding a template for Fly Cactus Virtual, and when I am trying to set the background body color, nothing happens.

The funny thing is, the code works on my local machine, but the background doesn't change when using phpVMS. It is a clean install directly from the phpVMS website. *Downloaded 4/17/14

For anyone interested, the awesome Chase Reid from http://aalv.net set the background color in the body to !important
