Is it possible for VMS airlines to join together?

As per real world Eastern fly's routes for South West, BMI Regional to name a couple.

I wondered if it was possible to "merge" or link VMS VA's so the pilots could share your joint airlines routes, or something i cant think how it could be done so im throwing it out to you guys for discussion.
