Search google for "public domain images" and you'll find some great websites from official US Government websites, to charities, airlines themselves, etc. Add the type of image you are looking for outside the brackets when you search and it'll narrow your search down.

Good examples of public domain websites are wikipedia, which mandates that all images used are in the public domain and certain other well-known websites such as Flickr have a system where authors can allow their images into the public domain (http://www.flickr.com/creativecommons/).

Other than that, you're talking free stock websites, which to be honest, do not have the greatest quality images--although there are of course a few great ones if you are willing to pick through the mud.

Click the link to Flickr above and in the right column it tells you. Any of those next to an image, except for Attribution, means you can freely use them. If you look at individual images, at the bottom of the right column is the license. You can always email the photographer and request permission to use it unattributed, of course.
