Fatal error on install

During install I get the following response after completeing the forms.

Fatal error: Cannot re-assign auto-global variable _FILES in C:\Users\Alex\Desktop\www\xampp\htdocs\core\common\PilotData.class.php on line 436

In that file on line 436 it says.

public static function saveAvatar($code, $pilotid, $_FILES)

I was wondering if this a known issue, if I need to change settings, or if I need to update php.\
