You can just set a cookie for the user and select which skin it will load for them.

Place this on the top of your local.config.php file under session_start()

if(isset($_GET['lang']) && $_GET['lang'] != ''){
$_SESSION['lang'] = $_GET['lang'];
define('CURRENT_SKIN',$_GET['lang']);
}
if(isset($_SESSION['lang']) && $_SESSION['lang'] != '')
{
define('CURRENT_SKIN',$_SESSION['lang']);
}

Then create multiple skins. You can call them whatever you want. Then make a link to yoursite.com/?lang=SkinName.
