What I did to fix it was to copy the content of the file in a temp notepad file, then I deleted the local.config.php file. After that I created a new file with chmod 777 and title local.config.php. We had the same issue here at VRD. took us about a month to narrow down the issue. the problem is that a majority of the local.config.php was missing.
