Registration Can't find sucket

When I have installed the phpVMS full version and set all the permisions up, I noticed that my registration process didn't work. After the "Register Now" Button it says "Could not open socket".

Before the error I saw php coding errors.

open_basedir restriction is enabled with your hosting. You would have to ask them to disable open_basedir restriction.

Are you on Shared Hosting, or VPS/Dedicated?
