There is a setting in the config file that you can edit as in change the % of the aircraft that is loaded on departure. Like nightfox said, when you file it, it will fill that in for you. In the case of FS Passengers, ACARS, or FSFK you can put any number you want and it will be ok because it will get over ridden when the report gets filed. Reason being is simple. AS Nabeel said, no aircraft is ever 100% full ev ery flight. I think he took and found the average percentage of aircraft useage and used that figure.
