Warning: file_exists() [function.file-exists]: open_basedir restriction in effect. The file is in the tmp directory. Not sure what your hosting is but if it is shared the server config is probably causing your issue, and I am guessing that you have phpvms installed under your forum, I have not seen that before, might be an issue if your forum is using certain permissions on the folder tree.
