The ReCaptcha is a security measure to prevent spammers from repeatingly clicking the submit button. or else like this one http://euroscotva.co.uk/index.php/pages/registration1 I once made a page similar to that one just a couple weeks back. All that it includes is you opening the Admin Center and creating a new "Page". Name it something like "Terms" or "Application" (something along those lines) and then place the links you want that page to go to. In that case, he has 2 links, one to go to Main and another one that goes to the Registration page. You can also have just DECLINE and ACCEPT.
