Mark you may have misunderstood him, I think he was referring to have it as a background image., in that case, you would put it in the CSS in the following:

body{
background-image:url(images/Background.png) repeat;
width:whatever size;
height:whatever size;
}

it doesn't have to be in the body tag, it can be put under anyname, but make sure that the div or what ever part your styling is named the same and it is case sensitive.
