Did you wait until the page fully loaded? Can you click on any of the other options on the page and will they load?
Sometimes, based on how many PIREPS a pilot has, the initial page loads slowly.
For phpVMS 7, you need to post in the phpVMS 7 forum - you posted in the phpVMS Classic (v2,v5) forums. I will move this to the phpMVMS 7 forums for you.

It includes all the dependencies and is the latest build available as of the time you download it.

Here is what I think you have ....
phpVMS version is 5.5.2
Your host has PHP 7.2.7 set as the default PHP version
The directory where phpVMS is installed (that sub-domain) is using PHP 5.6
Is your host using MySQL or MariaDB? You should be able to find this in cPanel under General Information, Server Information - and there should be a version number there too.
Do you know the PHP and MySQL/MariaDB versions from the old host?
Are you using the exact same phpVMS version on the new host as used on the old host? If you backed up all the files from the old host and restored to the new host, the version and files should be the same.
Did you do this migration yourself or with the help of the new host?
Have you asked in the Crazy Creatives forum?
As this is a payware addon module, we can not discuss in a public forum. Maybe if another member has this module they will contact you via PM to discuss in private.
You may wish to try connecting the live database to the development site. Then sign in and try schedule search and bidding. Don't make any changes outside of a search and bid. Post back with results.
EDIT: Make a backup of the live DB and link the dev site to that backup. This way you lessen the chance of compromising your live DB.
As requested by @web541 - What phpVMS, PHP & MySQL versions are you running?
Additionally, what versions of PHP and MySQL/MariaDB was the former host using?
Help for any payware modules can not be given in the phpVMS forums. You will need to ask for assistance in the original developers forum or possibly a members here will see your original post and send you a PM offering their assistance with your issue.
Can you install another phpVMS on a development site on the same host. Just the basic install - no Tour Center or other mods. Then set up a couple of airports, aircraft and schedule. Finally, test the bid stuff there.
Some specific times should show in the log file. No idea if you can pull from the log, capture the data and display on the site. Also, specifc times for different flight phases should display below the acars map while the pilot is in that flight phase.
What ACARS program do you use? Most of the info should be available in the log of the ACARS program. Chances are you aren't going to see any start time for pre-flight, but starting taxi, takeoff, etc should be available.
