Have you run /install/checkdb.php? It could very well be a DB issue with the upgrade

Follow the instructions in my signature for "Getting Debug Info", and put on pastebin the log files (xacars.log or kacars.log)

Check your browser cache and whatnot. You can do a fresh install, it should be just copying that skin folder over to the new one

Same as an update. Make sure your template changes are in your skin's folder

Each file to where it's supposed to go. You overwrite all of the existing files

Also, what's the issue, do you have any more details? Is mail working from other PHP apps on your server? Does your host require use of SMTP?

If you're just aggregating from three different databases, then I'd just use raw PHP to do it. Cake and other frameworks would be overkill. If you need something just to organize, you can use a library like flourish (which I'm starting to use now a bit)
